Sleeves always too short

I do not understand what measurements they use for ON clothes but anything I try to purchase lately with long sleeves is way off. I am petite, only 5'3" and the sleeves are way too short! So disappointing because otherwise I would love the item.

The lightweight terrycloth is stylish and super comfy and I like that the hoodie ties match the stripes on the matching pants. The set looks really cute together. I wouldn't have paid full price, but it was a good value on sale.
