Cheap and fell apart after one wash

I washed this dress inside out as the directions stated, and even in a gentle cycle. When I pulled it out of the wash, the entire top layer of the skirt was torn to shreds. I noticed it is only held together by one thread. I was very disappointed because it was so cute.
