It didn't have shorts underneath but it's very breathable so you can put shorts on under it and not notice them
Very disappointed when we pulled this out of the package. It doesn't look like the picture. It is much shorter in person and the material is extremely thin. Looks and feels like a slip. We got the pink/purple one and the colors look different in person too, although we did still like the patte...rn. My daughter was super bummed.
