Tighter than Expected

My son is 5'3 113lbs. 12y/o and fairly slim. He is starting to build muscle in his legs. We bought him straight jeans from Old Navy in a size 16. The pants themselves were nice, even though length was long. My issue was they were entirely too tight on his thighs to be considered straight leg jeans....
