I easily own 20 pairs of ON leggings, mostly the Elevate, and they are all size medium. I ordered these in a medium and the waist band was weirdly tight and bunchy. The legs felt just fine. I have a pair of Athlete 7/8 leggings that I love for Pilates. I was hoping since Athlete and Old Navy are owned by the same company these would be the same quality. They are, super soft and I love the color. 1/3 of the price and they will be a great addition to my leggings.
